ICEL to examine EU's rule-of-law toolkit

Mr Justice Gerard Hogan of the Supreme Court is to deliver the keynote address at a rule-of-law conference organised by the members' committee of the Irish Centrle for European Law (ICEL) next week.

Entitled 'A Union of Values? The EU’s Rule of Law Toolkit and the Retreat from Democracy', the event will take place on Wednesday 4 November (4-5.30pm) at Chartered Accountants House, Dublin 2.

The conference will examine the EU's rule-of-law toolkit – including infringement proceedings under article 258 of the Treaty on the Functioning of the European Union, the Rule of Law Conditionality Regulation, and the article 7 TEU procedure.

Democratic backsliding

It will consider how effectively these instruments are holding up against democratic backsliding across the union, with reference to Poland, Hungary, Slovakia, Bulgaria, Italy, Malta, and Romania.

A networking reception will follow the conference.

The contributors to the panel discussion will be:

  • Faye Breen (deputy director of the Office of the Attorney General),
  • Professor Laurent Pech (head of the Sutherland School of Law, UCD),
  • Bernadette Quigley SC (barrister),
  • Dr Benedetta Lobina (postdoctoral researcher, Central European University Democracy Institute), and
  • Krizia Testa BL (barrister and lecturer in EU law), who will be the moderator.

Tickets are still available.
